What are the paths to obtaining Turkish citizenship?
Turkish Citizenship Law No. 5901 sets out several legal paths through which foreigners can acquire Turkish citizenship, each with its own conditions, and all of them are ultimately subject to the Turkish state's discretion and do not automatically guarantee a particular outcome.
The first path is general naturalization based on residence, which requires the person to have resided in Turkey continuously and legally for a specific number of years, in addition to proficiency in the Turkish language, having a source of income sufficient to support themselves and their dependents, general conduct consistent with social life in Turkey, and the absence of anything threatening public health, national security, or public order.
The second path is marriage to a Turkish citizen, which requires the marriage bond to have continued in fact for a legally specified period, with the marital life actually remaining in place and no conduct contrary to marital obligations, in addition to the absence of any obstacle related to national security or public order.
The third path is exceptional naturalization, which covers multiple cases, most notably exceptional industrial, scientific, technical, economic, social, sporting, cultural, or artistic contributions on the recommendation of the relevant authority, alongside the investment path, which allows specific categories of foreign investors to apply for citizenship if they meet a particular investment category precisely defined by law, without this meaning an automatic guarantee that the application will be accepted.
Under the implementing regulation of the Turkish Citizenship Law, the investment categories qualifying for this path include several types: buying property worth more than a minimum set by law with a commitment not to sell it for a specified period, making a fixed capital investment, creating a number of jobs set by law, depositing a cash amount in bank accounts for a specified period, buying government bonds or debt instruments and holding them for the prescribed period, holding shares in real estate investment funds or venture capital investment funds, or contributing to the individual pension system within accredited funds. The financial thresholds for each category are officially set out and subject to change from time to time.

Important points to know
- Final approval to grant Turkish citizenship is a discretionary decision issued by the competent official authorities, and meeting the formal conditions does not mean guaranteed acceptance under any of the three paths
- Long interruptions in actual residence in Turkey may undermine the "continuous residence" condition required for the general naturalization path, so it's advisable to track any long absence from the country before applying
- The investment path does not exempt the applicant from the rest of the general legal conditions, such as a clean criminal record and the absence of anything threatening national security or public order, and these conditions are examined independently of the type of investment
- If the application is rejected, according to the official authorities the case can be reconsidered and a new application submitted later once the required legal conditions are met, but there is no legal obligation for automatic re-acceptance
- Minor children of someone who acquires Turkish citizenship are subject to special provisions that may allow them to be included within the same file, while those not included while minors have the right to submit an independent application after reaching the age of majority under the general conditions
Frequently asked questions
Is the period of student residence counted toward the years of residence required for general naturalization? Several legal sources indicate that periods of residence as a student are usually counted as a fraction of their actual duration when calculating the required years of legal residence, unlike other types of residence, which are counted in full. The details of each case should be reviewed individually, as they may vary depending on the type and path of residence.
Can the file include minor children? Yes, in principle; the law sets out special provisions for the spouse and children of someone who acquires Turkish citizenship, allowing them to be included within the same procedure if they were minors at the time their parent acquired citizenship, while those not processed among them at that time have the right to submit an independent application after reaching the age of majority under the general conditions.
What happens if the citizenship application is rejected? Rejection does not close the door permanently; according to the official authorities, the case can be reassessed and a new application submitted once the person meets the required legal conditions. However, the decision remains discretionary in all cases, and there is nothing that guarantees a different outcome in a later attempt even with the formal conditions met.
Does meeting a specific investment category guarantee obtaining Turkish citizenship? No. Even within the exceptional naturalization path based on investment, the final decision remains subject to the discretion of the competent official authorities, and alongside the investment itself, it is required that there be no obstacle related to national security or public order, and that the investment be held for the prescribed legal period without disposing of it before that period ends.
