What makes a marriage in Turkey legally valid and officially documented?

In Turkey, a marriage has no legal effect at all until it is officially registered before the competent marriage officer at the Marriage Office (Evlendirme Dairesi) of the municipality. This is set out in Turkish Civil Code No. 4721, which treats civil registration as the sole basis for a marriage's legal existence, regardless of any other ceremony accompanying it.
